Black America earns, spends and builds, and somebody publishes the number every year.
That was never the argument.
The 40 in H.R.40 is forty acres. Land. The kind of wealth that compounds and passes down. What was promised and never delivered was not a paycheck. It was a foundation.
Income is not inheritance. We built the first one ourselves. We are still owed the second.
And here is the part almost nobody knows. H.R.40 does not pay anybody. It is a commission. It asks the country to study what happened and recommend what to do about it. That is the whole bill.
Thirty-seven years. It has never reached a floor vote in either chamber.
